Plan Overview: A comprehensive plan is a policy document that identifies where and how a community should grow or redevelop based on a community vision. The last comprehensive plan for Fate was adopted in 2015; since then, the community has grown over 85%, so it was time to revisit the priorities and strategies developed as part of the 2015 comprehensive plan. The plan update process considered all aspects of the community, including land use, transportation, economic development, housing, and other key issues necessary to enhance the quality of life for all residents. For each of these elements, the comprehensive plan answered questions such as: What do we want the future of Fate to look like? What policy changes are needed to achieve the future vision?

Public and stakeholder engagement was critical to developing a community-driven plan. The Comprehensive Plan Advisory Committee (CPAC) made up of key stakeholders was created to serve as a review body throughout the plan process. A series of public open houses and public summit series were also held to serve as educational opportunities and to gauge public feedback. Online engagement opportunities included surveys, the project website, and educational videos. A design charrette was also held to generate design concepts for two specific areas of the community.

Phase 01 | Oct. – Dec. 2020

Community Audit

During the initiation phase of the project, background data was collected and analyzed, meetings were held with various community groups to receive input, and the brand for the project was created.

Outcomes: Forward Fate brand developed, community visioning input collected, analysis of existing conditions, opportunities & constraints identified.

Phase 02 | Nov. 2020 – Jan. 2021

Vision & Fiscal Lens

This phase focused on defining the strategic vision for the plan and introducing the concept of fiscal responsibility to guide the plan development.

Engagement: Launched Project Website, Community Online Survey, Comprehensive Plan Advisory Committee Meetings #2 & #3, Summit 01 – Foundation Framework with Keynote Chuck Marohn, Technical Advisory Committee Meeting #2

Outcomes: Received 285 community online survey responses, workshop with CPAC on fiscal responsibility checklist, S.O.A.R (Strengths, Opportunities, Aspirations, and Results) analysis was performed to guide the development of the plan vision and goals.

Phase 03 | Dec. 2020 – Feb. 2021

Market Analysis

A market analysis was conducted during this phase to determine the market demand for different types of developments, which helps inform appropriate growth patterns for future development.

Phase 04 | Jan. 2020 – Apr. 2021

Scenario Strategies

A multi-day Design Studio was held to recap the planning process to date, review the preliminary analysis of future growth patterns for Fate, and receive input to identify future development patterns and value statements, which guide the implementation of the plan in a way that aligns with the vision of the community.

Outcomes: Plan structure based on community value statements was developed, two place-based development scenarios were developed with accompanying fiscal impact analysis for each scenario.

Phase 05 | Feb – May 2021

Focus Areas

Two focus areas, Downtown Fate and the I-30/FM 551 interchange area, were identified for the development of in-depth design concepts, which were informed by input from stakeholders, the community, landowners, and business owners.

Engagement: Stakeholder Listening Sessions, Online Input Opportunities

Outcome: Detailed design concepts and associated regulatory and design guidelines were developed for each focus area.

Phase 06 | Apr. – Aug. 2021

Solutions

This phase focuses on finalizing recommendations and implementation actions to be compiled into a policy manual that guides implementation strategies and strategic playbooks that focus on the key focal points of the comprehensive plan.

Outcome: The future land use plan was finalized, the implementation action plan was developed, and the comprehensive plan report was drafted.

Phase 07 | Aug. – Oct. 2021

Adoption

During this phase, final review of the plan and implementation program occurs as well as the official plan adoption process. Post-adoption, a work session will be held to assist the City in moving forward towards implementing the comprehensive plan.

Outcome: The final plan document was prepared and adopted, which is comprised of the Policy Manual, Strategic Playbook, and Appendix.
